Group by the reader’s task
A useful structure connects an overview to the specific questions underneath it. Sketch the relationship between pages before deciding menu labels. Avoid creating several near-identical destinations because different teams use different names for the same thing.
Use consistent addresses and links
Choose descriptive URLs and link to the preferred version consistently. For pages that truly replace another page, map the old address to the relevant destination. Keep unknown addresses distinct from valid content.
Review the structure with real content
Test whether a visitor can move from a broad topic to a detailed answer and back. Look for orphaned pages and labels that only make sense internally. A sitemap can list pages, but useful navigation still needs to connect them.
